Yes, it has, Brian. Unfortunately I wasn't able to figure out an easier way of detecting whether Pegasus Mail is running: The installer checks whether WINPM-32.EXE can be opened with write access rights. Since I have no other way for figuring out such things I'm depending on people like you for testing any network related issues sufficiently. AFAIK the only way to circumvent the obstacles you see would be by running the installer directly on the server while Pegasus Mail is shut down for all users on all client machines.
If this isn't feasible for you there would be another workaround, though: The installer can be unpacked using innounp which would enable you to copy the required files to a proper place on the client machine manually and edit MiniDump.fff accordingly for pointing to the path of the MiniDump.dll library. You may need to create any shortcuts as required manually as well (I would recommend to look at a local MiniDump installation for figuring out the details).
