Not sure why this is happening, but solution seems simple.
With Pegasus Closed open the STATE.PMJ file in the MAIL directory.
Usually C:\PMAIL\MAIL or C:\PMAIL\MAIL\ADMIN
Open with a regular text file program like notepad.
Find this line with PMHELP5=
Should have the same part up to the first ", but then probable a negative number inside quotes.
PMHELP5=0,0,0,0,"196 117 854 600 272"
In a test just changed it to
PMHELP5=0,0,0,0
and saved the STATE.PMJ
Afterwards opened the Pegasus, and help then shows up.
Dragged the Window to resize it a little and then exited Pegasus.
Then check line and it was saved as
PMHELP5=0,0,0,0,"196 117 854 600 272"
You might get slightly different values, but can resize to whatever you like.
Not sure what is causing it to get a negative value in window, but that seems to be an easy fix.
