I don't think you need to install a email server for this, assuming your isp has a smtp-server  you can set smtp = <isp-smtp-server> in php.ini.

I am a web designer (mostly for friends, church, and local small businesses)

when I set out to build a web site I do it all locally on my computer so I am able to test the site that it works properly before uploading it to a live server.

I am on a win. xp pro sp2 box running apache 2.0.50 (win 32) php 5.2.2

when I type in http://localhost I am looking at my test site.

I have recently received some script that require a mail server.

What I am looking for is a local mail server to do tersting on my local machine.

Will this program do that?

If yes, please point me in the "how to set up" direction.

Mercury/32 can easily be set up to serve as a local test server. The installation routine will generally set most of the settings you will need. Is there something specific you need to do? If so, your best bet would be to provide a list of what you need to server to be able to do, then we'll better know what to tell you.

How does wordpress send the email? Is it a file drop of a standard message format? or does it use smtp to a pre-destined relay host?

You can set mercury up so that it accepts smtp emails for outbound, and only accept emails originating from your own web-server.

You then need to check MercuryS and MercuryE or MercuryC for this purpose.
