In the description of version 4.52 there is no mention of advantages for WinXP users, it is mentioned that the main reason for the release is to support Win7.

Is there a more detailed release notes? Is there an advantage for WinXP users?

As a Hebrew user, I have learned a few tricks for using Pmail with Hebrew, and sometimes new versions make it worse than olders, so that I usually do not wish to upgrade unless I see the benefit of upgrading.

Functionally there is no difference.  Unless you are doing a new install and having problems making WinPMail the default mailer you do not need to upgrade.
