Rules Editor doesn't start

When I click on the New Mail Filter icon, or Tools > Mail filtering rules > Edit new mail filtering rules > Rules applied when folder is opened... nothing happens.  (When I do the same for Rules applied when folder is closed, the editor for those rules opens -- it happens I don't have any of those.)  I do have a bunch of rules to be applied when the new mail folder is opened, but I haven't edited them since last December.  One of them sets the color depending on which alias it came in on and those rules still work.  I do have a WINRULES.PMC file dated 12/28/2009, and I see it's a text file so I could edit it in Notepad, if I was sure of the syntax of the target, but why doesn't it open in the editor? 

 I was using Pegasus Ver 4.42 when I discovered this issue, but I've since updated to 4.52, restarted Pegasus, rebooted, etc. with no change.  Win XP SP3.  Any ideas?

I suspect that the window is opening but it's out of the view pane.  First try Window | Cascade or Tile to bring all windows into view.  If this does not work try Try  the following procedure.  

1.  Use Help | About Pegasus Mail | Info to determine your mail
    directory.  Exit Pegasus mail.

2.  Rename the file state.pmj in your HOME mail directory to
    state.sav.

3.  Run WinPMail.  Your state.pmj will be re-created and should
    start working correctly.
