Yes, absolutely that's a valid way of repopulating a mailbox from a backup. I didn't propose it partly because of the existence of new mail since the reinstallation. I don't know how the filenames of folder files are created so I don't know what the chances of duplication would be. With care though, as you pointed out, it is quite a simple approach.
