Not necessary, you may install a new version along with a previous one and should be able to move contents after doing so, there are several posts on the forum providing details about moving mailboxes or restoring backups.

How do I reinstall Pegasus but keep things like mail folder, contact lists etc?

I have backed up the entire PMAIL folder, and usually in the past after re-installing Pegasus, I just copy the old PMAIL folder over to where the new one is and everything is restored, but now as soon as I go to start the program, it's asking me to sign in with a Pegasus Mail username.

Well, I have tried everything I can think of but it won't let me in.

Where do the mail folders reside in the folder structure?

Any help appreciated.

Just perform an upgrade, i.e. install the new Pmail version over the old one. The mail and address book folders typically reside in c:\pmail\mail or, in case of a multi-user install, in c:\pmail\mail\[user].

I have tried that before to no avail.

I have a feeling that when I installed PM initially, I set it up for use on a network, but never got that working correctly, hence why I think it is asking for a login username.

I have also tried copying the contents of c:\pmail\mail from my backup copy into the new folder but things like New Mail folder is not there but the personal folders were.

What's the best way to completely uninstall PM including all traces in the registry?  That may work.
