The VERP sends a separate message to each user so that the receiving host does not have to process a single message for multiple users.  This makes the sending process much less spammy.   That said, if the content looks like spam, and the users complains to their providers then you'll get blacklisted no matter what the sending process.  This is especially true if you do not have a subscription process where the receiver actively requests you to send them a message.

Is there any way to rate limit outgoing messages from MercuryE? I have done some research on this and the closest thing I can find is the explode option, but that doesn't have anything to do with limiting the amount of outgoing mail on a time basis. The reason I am asking is b/c we want to send out a mass email blast to 20,000 users and obviously don't want to get blacklisted.

Please provide any ideas or suggestions you may have, even if they are outside the scope of Mercury!

There is no way to throttle MercuryE, it sends the mail as soon as it gets it using at least 10 threads (default).

If you use the VERP option in the mailing list each person will get their own message.  I use this and have not been blacklisted when sending a few thousand messages from mailing lists via MercuryE.

You need to make sure you are using a fixed IP address with registered host name and PTR record.
