Question about Filtering Rules

There are three types of filtering rules in Mercury, Global Rules, Outgoing Rules and General Rule Sets.  As I understand it, Global Rules are applied to all messages, whether they are incoming or outgoing.  Most (probably all) of what I want to do with Rules is concerned with incoming messages, but there is no "Incoming Rules" category of Rules, which are applied to incoming messages generally.  I am continually having problems because rules that I have specificed for incoming mail is also applied to outgoing mail for which they were not designed.  I have had to introduce a number of extra rules to bypass these sorts of problems.

I don't know why there is no "Incoming Rules" category, but that seems to be the way it is.  In trying to mitigate this problem, I am wondering about the order in which Rules types are applied.  I can't find a lot in the Help files about Outgoing Rules, but could some one tell me about the order.  Is it General Rule Sets, then Global Rules, then Outgoing Rules, or something else.

P.S. I have had a thought while writing this post.  Perhaps if I have rules in my Global Rules, which exited Global Rule processing if the To: header is NOT to one of the very few (because this is a personal mail server) user accounts, that would effectively make the Global Rules an "Incoming Rule" set.

I don't know the answer but you may be able to find out by experimentation - in which case please post back here.

The 'flow chart' at http://wiki.pmail.com/index.php?title=KB:Mercury32/Mercury32_Message_Processing_Flowchart doesn't help here.
