Is there anything new about these problems I am having reported ago?

It is still a problem, especially when you use Pmail with the -roam option on different computers and start it from removable devices.

Pmail V4.62 / LibTidy V1.0.5 / Bear and Renderer newes versions.

Why did you create two threads dealing with this issue? Both error messages should be gone on restarting Pegasus Mail on the same machine: I expect Martin Ireland to fix this in BearHtml in due course. You might also uninstall IERenderer if you don't use it (it's a timing issue only occuring with the latter installed, but it won't affect anything else if you don't use BearHtml).

I am working on a solution for this right now. Hopefully will be available this weekend

Is "Stop unable to locate a bearmtml.ini" the same problem as the "Trace Iconv load failed (1) - critical" issue?

The problems occurs not at the same time or at the same program start. When one of this fail messages occur, Pmail will crash directly or later after opening Mails. For me it is in this case not "only a timing problem" I want to avoid, that files can be damaged from the program crash.

I do not have a file with the name "bearmtml.ini" I have only a file with the name "BEARHTML.INI"

They occur for the same reason. BTW: If you read my reply carefully I don't deny what you wrote: It is a timing issue and can be worked around the ways I suggested, but you didn't tell us about any crashes before, so we didn't know it was a serious issue for anyone.
