Messages with Korean Charsets

I sent a copy of the CNM to the address given.  The message displays properly in English with Thunderbird and various smart phone email clients.  Looking at the raw CNM with a programmers editor, I see no reason for any Korean chars to appear in the body of the message, the entire body appears to be wholly in English.  I tested with PM4.63 on a clean install of Windows XP and Windows 7-64 both fully patched with no other software installed or any default configuration changed, so if its a Windows config problem it came from Microsoft that way.

I have been having problems with messages coming from Korea lately.  With a bunch of playing with the raw .CNM message I finally determined that the problem was caused by the line Content-Type: text/plain; charset="ks_c_5601-1987" in the message.  Running Pmail 4.63 and see on XP and Win2K PCs, lots of little square boxes.  Running same network install of Pmail on W7-64 I see Korean text.  If I remove only the Content-Type line from the original .CNM file, now I see English text on all three.  I suspect that those who know are going to tell me that this has to be corrected at the source, however any suggestions would be greatly appreciated.  For what its worth the source is X-Mailer: Microsoft Outlook 14.0

I don't really understand what is supposed to be seen: English or Korean? In case of the latter I would assume there's a misconfiguration depending on the Windows version. Can you please forward a sample CNM to <beta-reports [at] pmail.gen.nz>?
