POP3 Checks two (2) different places

I should have worded that a bit differently, with all my other problems that have driven me nuts my mind is just racing in many different directions.  Should have said, "which has priority for check mail?"  That would be the one measured in 'seconds', most often the other would be not very much traffic less often.

Not thinking very clearly yet, need to get back into the swing of things.

Here I go again, why are there two (2) different places for checking POP3 mail?  One is 'Tools/Internet Options/Receiving POP3/Polling controls' 'Check for new POP3 mail every ["MpT box"] seconds ["MpT box"] idle', the other is within 'Check these POP3 hosts for mail' select the account you want to check or edit, edit will take you to the 'General' tab then the bottom 'Scheduling' where you 'Check no more often than ["MpT box"] minutes' noting one is in seconds the other in minutes.  Should these be set to the same amout of time or is there a specific reason of the different measurements?

One is telling you to "poll" the other is 'no more "often"' . .  I am a bit confused.

These setting are unique to each identity.  If you have multiple

identities these setting allow for really granular control over what

happens with each identity and each POP3 host..

As for the timing settings, I have quoted from the help file:
