If I open the Charter IMAP Inbox, then attempt to perform a login at the same mailbox via POP3, I can receive the error "-ERR [IN-USE] account is locked by another session or for maintenance, try again". Note the error does not occur when the IMAP client is accessing a different folder; as POP3 is only aware of the Inbox.
The "require sign-in" has to do with SMTP; if "no" you will need to enter a username and password in order to send email.
