Pmail only partially loads
Often, when opening Pmail, it will start the splash screen and then it will disappear and nothing more happens. If I try to opening again, the shortcut icon just blinks once and nothing more occurs.
Under normal circumstances Pegasus won't open twice - so that's correct behaviour.
If I use the Task Manager there will be one or more of the exe files running, but none are fully loaded (i.e.,  the memory allocated is significantly smaller than normal).
Hmm ... sounds like there is another splashscreen (not that intro) where Pegasus is waiting for user action.
If I end all those processes, Pmail will start normally after noting that other occurrences  of the program may be running. What is causing this problem?
The last one is very simple: If you end Pegasus via taskmanager, the MAILBOXP.LCK indicating a running instance of Pegasus remains in your mailboxdirectory.

I'm not shure but if you shutdown your Windows (which Windows) without prior to it shutting down Pegasus. In that case the MAILBOXP.LCK eventually remains too, because Windows perhaps kills Pegasus process. When the splashscreen disappears, is there still an Pegasusicon in the taskbar or may be at the right end at the buttom in the status-/systembar? Maybe there is the second" splashscreen" with the note on running instance waiting on your action. Maybe you have confugured Pegasus in the options to hide the taskbar-entry on minimized Pegasus? Don't know why Pegasus minimizes!
