Background information about "Final form" messages, Pegasus Mail User Manual v4.41 (2008) page 130:
Queued mail is stored on your machine until you choose either Send queued messages or Check and
send mail, at which time it is written into final form and transmitted. Until the time it is actu-
ally sent, queued mail is stored in a special intermediate format which allows the message to
be reloaded and altered ... Occasionally you
may see a message in your queue marked [Final form]; this is a message which has been
written into transmission-ready format but which for some reason (usually a connection prob-
lem) has not actually been transmitted yet. Final form messages cannot be edited, only read
or deleted.

Exactly! That is why it is one of the problems with the queue manager being discussed here. The first click of the "Send now" button converts "Ready to send" messages to "Final form" but leaves them in the queue until another send request occurs. This is not happening occasionally. It has been consistently reproduced by a number of people.
