Mercury header time stamp question

Would someone please clarify the header time information for me?  I see some time stamps that make me think that I should be adjusting it by the time offset but not others.  So in this header...

 8 Nov 2016 20:12:16 -0500

... is the local time 20:12:16 or 15:12:16?
