Ok, that was the issue.
Apparently the last time I'd created a new folder it was when I had the laptop connected to my docking station - with a 2nd monitor available (extended desktop).
Also, apparently I had moved the 'Enter name for folder or tray' popup window to the extended desktop monitor as well.
So, when I had the laptop running without the extended desktop and then clicked to add a folder the 'Enter name for folder or tray' window popped up in the neitherspace of no extended desktop.
And when this is happening the Pegasus Mail's focus is forced to the 'Enter name for folder or tray' popup window and it is impossible to get to the 'Window' menu of the Pegasus Mail main application window. Nor is there a task-manager entry for that popup window that I can access it with a 'Move' or some-such to bring it back from the neithersphere. Nor will Windows' own 'cascade' or 'tile' options bring that window back from the extended desktop. Only the main Pegasus Mail window is affected.
To reiterate - the 'Enter name for folder or tray' popup window will always pop up in the last place it was dragged to, even if onto an extended desktop that is not currently existing.
When that popup window is active it is impossible to access the main pegasus mail window to tile or cascade. I don't think that would help anyway as that is a window 'external' to the main Pegasus Mail window.
Finally, Windows XP's' own 'Tile Horizontally' or 'Tile Vertically' or 'Cascade Windows' functions will *not* tile or cascade that 'Enter name for folder or tray' window with other ones - only the main Pegasus Mail window.
