Are you sure that the ones slipping through use this in the body of the message instead of the headers?  In addition, you should walk before you run.  Work with one filter based on the "Subject" until you know that the system is working correctly.  Once you know it is working then you can try the other filters.  

I have an tools - pop3 rule set which says

If this regular expression
*koi8-r*
Action: Delete on server

I get loads of foreign rubbish with *koi8-r* (I can see "charset="koi8-r"" in raw view) but the messages keep coming and are not deleted on server. Am I doing something wrong.

Do not need a JPG of a text file.  Open you POP3 filter set and paste the string pertaining to the rule into a reply.  You can paste the whole thing if it's not that large.

I think I have done something fundamentally wrong as none of the rules seem to have the desired effect!
