Cyrillic letters: garbled in inbox, fine in mail

Checking headers I can see his webmailer mPOP Web-Mail 2.19 using the same encoding for both from and reply-to fields. So how come Pegasus displays it corretly when I open the mail but no in the inbox?

I've received a mail from a russian who wrote his name in cyrillic letters. My inbox folder shows his from field as |||||||||||||||||. However, when I open it his name is readable as Константин. How come?

He needs to code some character set information in the From: field, that is formatted as either Base64 Encoded or Quoted-Printable form, like this:

   =?Windows-1251?B?VklQIO/w6OPr4Pjl7ejlIOTr/yBpZHcuZG9jIQ==?=

This problem only occurs when the sender and recipient use different character sets, and so a translation must be performed.
