I think this is just an unfortunate by-product of the new Help system forced upon us by Vista. David had to re-create the help files in a new format and this is what you get.
The index tab contains all of the help pages alphabetically and yuo can jump to one by simply clicking in the list and typing. For example, clicking anywhere in the index list and pressing "p" will take you down to the first subject under P (Password). Typing "PO" will move you further down te list, getting more specific (POP3).
Beyond that, I don't believe you can do anything else as far as searching is concerned. Blame Microsoft, not Pegasus.
It appears that the "Using Help" menu item is now defunct. Well spotted.
