My email client has a Secure Password Authentication setting, and I was simply wanting to test the setting out using Mercury.

 B~newb here, quick question for all the pro's out there. Does Mercury32 support (SMTP) Secure Password Authentication?  If so, where would one set up such a beast?

Mercury/32 supports AUTH PLAIN, AUTH LOGIN and AUTH CRAM-MD5. Is there any special reason you would prefer Microsoft's Secure Password Authentication over CRAM-MD5?
