I had a similar problem. My cure, which is draconian, was to give everyone full access to the pmail installation and mailbox directories. There is undoubtedly a more fine-grained way to accomplish this with lesser permissions, but my machine is in a secure setting and I was in a hurry to get my mail backup up (after upgrading from XP SP3 to Win7).
The method works but give it some thought before implementing it.[/quote]
Moving the mailbox and new mail directory to a user specific directory
(like [Drive]:\Dokuments und Settings\[Windows User]\Application Data\Pegasus Mail, e.g.)
might be the proper way to go: pconfig.exe from Pegasus Mail's executable directory may help in doing so (it doesn't move the contents, though - at least AFAIK).
