Basically yes, but....
The help file shows the settings required for MercE.
It depends on your connection type and the policies of your old & new providers.
If you have a dynamic IP a lot of servers will refuse your connections.
If your provider blocks port 25 you are out of luck, is this why you can't connect to your previous provider?
If it is simply because you are no longer connecting from their IP pool, you should still be able to use MercC with your old provider if you set up authentication. Or use MercC with your new providers SMTP server.
Generally you will have a lot less trouble with MercC.
