No, it won't be your router, unless you have your NAT backwards.

Try the second method. Has been documented before, maybe on the Merc list.

Do you have a router?  Is it in this range?  If so everything from the outside might be coming in via an allowed IP address.

If not change that last one from 0.0.0.0 to 0.0.0.1 and that will probably help.
