Mercury based solution sought

I don't have any really good solution to that I'm afraid. Noticeboards are not part of any standard, it's a proprietary feature that only works if you use Pegasus as your email client. The IMAP protocol won't allow you to have several users with different access rights connecting to the same mailbox. One idea would be to create several distribution lists, one for each folder you want to create, and have the email clients move the messages to the appropriate local folders. But in that scenario each user would have its own copies of all messages, of course, and would be able to delete them if they wanted to.

This forum was so good at helping me get Mercury running smoothly, that now I will seek advice on how to accomplish my goal. I want to set up a (widely distributed) family communication center. The concept I have in my mind is that everyone would use an imap client to access a common mail identity for which they have the ability to read and submit, but only a moderator would have the ability to create new folders or remove submissions. A possible, but less desirable because of the additional work involved, variation would be for the moderator to receive all submissions and have to place them in a read-only location. Is there any way to accomplish this in Mercury? I've done some reading on the Noticeboards and Public folders in Pegasus mail. They sound sort of like what I want to do, but I don't understand 1) why they are in Pegasus instead of Mercury, and 2) how non-local users get access to them if they are configured and maintained by Pegasus.
