option for fetching mail at startup
Is there any command-line option or similar to make Pegasus Mail automatically fetch new mail from the server at startup?
Provided you're using a simple Pegasus Mail setup just make sure to open the new mail folder on startup (Tools => Options => Basic settings => General settings) and have download enabled on opening the new mail folder (Tools => Internet Options => Receiving => Polling controls).

Is there any command-line option or similar to make Pegasus Mail automatically fetch new mail from the server at startup?

Yes. More than one single setting necessary to accomplish, a combination necessary. It also depends on what type of connection dialup/network/cable to server and whether you are using POP3 or IMAP to read mail.

More information would be needed and I am not any expert on many of the ways to use WinPMail. I'm and old timer and do know POP3 and dialup and some types cable access but no longer familiar in LAN or network access details and have no knowledge of IMAP use. Many others here can help however in those modes too.
