Changing the print settings doesn't help. Well, normal settings didn't help. I did find a setting under Printing Preferences, Page setup, Print options to "Disable the paper source setting of the application software". This solved the problem for PMail, but I don't know if it will come back to bite me for other applications. I'm hoping that the driver will still select the sheet feeder for photo paper without the application specifying the paper source.
I would call this a bug in PMail, since this problem has been around for years.
