That's the way it works for me, and the restriction that a line can't be the first element in the email or that you can't enter two consecutive lines seems to be quite reasonable.
However, does everyone know that these lines are simple drawing objects, which can be moved (dragged) and rotated using their endpoints? This allows you to end up with consecutive horizontal lines and also you can draw pictures this way -- crude, but then more than adequate for my limited artistic skills. :-)

A rule can't be inserted at the start of a message, and you can't create one directly following another one.
