There is no way to use passwords in Pegasus mail unless running Novell. This is not possible until the actual mail files and folders are encrypted, and I have no idea if this will ever happen.
The files currently are simply ASCII files and can be read with a word processor. A password for Pegasus Mail would be worse than useless, it would provide an indication of security, without providing any protection at all.
You can use the servers rights and privileges to remove the read rights on the other users mailboxes. Personally I use Mercury to actually send and receive the mail so that none of the users other than the server system admin and Mercury have the rights to any of the users mailboxes other than their own.
When running with a Netware server this is a lot easier.
