You are using MercuryE to try to send mail - turn on session logging to see if there's a specific rejection message.
To ensure you can send to everyone with MercuryE, you need:
1. A static IP address from a static address pool - not one from a dynamic pool.
2. A proper reverse DNS entry (ptr record) on your IP address - something like 'mail.domain.com'. It helps if it does not contain words like 'dynamic' or 'dialup' etc.
3. Finally, constant monitoring to ensure that mail is sucessfully sent and that you do not get on any Blacklists.
If you can't ensure all of this then you need to be using MercuryC through your ISP or some other provider.
