Don't think its blacklisted. Just blocked by ISP for sending spam (I think)

I am monitoring my dad's server with the following problem:

In setting of MercuryS SMTP Server the "Only Authenticated SMTP connections may relay mail"-box is checked. We have a pw.txt file there with a username and password.

Now his IP is blocked (by ISP) for sending messages.

In the MercuryS logfile i found the following (one of many and shortened):

In what direction do I need to look for the problem?

1.    You need to check the IP address to ensure it's not on any black list.

2.    You need to check the error messages when sending, probably best done via MercuryC session logging.

3.    Provide a copy of the Mercury.ini file so we can help analyze the problem.

Not without more specific data, especially that provided by a session log.  If you post a MercuryC session log make sure you munge the encrypted strings to send if you are using LOGIN or PLAIN SMTP authentication.
