<p>If it's not in your CC filters could it be coming FROM another mercury server's CC.</p><p>Check Received headers for another merc system?</p><p>Don't know if these are supposed to go on outgoing mail though. </p>

Try checking the content control for Pegasus under Tools, Spam and content controls, Content control.  That has its own spambust.dat that could be acting separately from the one in Mercury.

This is occurring before the message ever gets to Pegasus.  It's something Mercury/32 is adding, usually to messages sent from Exchange servers.
