Host Refuses Connection Trying to Receive from POP

Ran into a somewhat similar situation this morning with Gmail, Yahoo!, and 3 other mail services, all using SSL on port 995, e.g.:

Connect to 'pop.gmail.com' port 995, timeout 30.
12:34:29.965 15: Peer connect failure (the host has refused the connection).

Was also unable to log in to view messages via web mail; a typical message from OpenDNS: "Sorry, but mail.google.com is blocked on this network."   Finally returned things to normal by changing the DNS ports in my router from those of OpenDNS to those of Google.

This happened for a few hours some days ago, and cleared up without me doing anything I was aware of. My ISP is AT&T, but they subcontract their email to Yahoo. I assumed it was a temporary AT&T or Yahoo problem. It has been going on for several hours this morning.

I just went to my Windows XP system and tried Pmail, and it had no errors getting mail.  I had set up Pmail on my Windows 7 system by copying my C:\Pmail directory and D:\ mailbox data to my Windows 7 system.

 Any suggestions on what might be wrong?
