What triggers filtering rules?

I think that what was happening was that another member of staff may have opened her account (her account is accessible by one other person). However, this other person said they had not accessed the account...

Her IMAP access is via Outlook 2003.

This afternoon I check the logs and saw that she had not used IMAP today so I sent a test message then checked the person's account specified in the forward rules. Nothing happened (as expected).

I removed the forward rules from her Pegasus Mail account and created new ones on the Mercury mail server.

If I set up a filtering rule within Pegasus Mail to forward all messages sent by me to another account, what triggers the rule? Sounds like a daft question, but one of our staff has set up a rule to forward all mail to another account and claims it is working despite the fact that Pegasus Mail has not been opened since the rule was created (she is on maternity leave). This member of staff also has IMAP access to her account via Mercury/32. Will an IMAP connection trigger the rule?

Normally, when someone is going to be away from the office for an extended period I create an appropriate global rule in Mercury/32.

Interesting question.  I use Mercury/32 here so tested by creating two new mail filtering rules, one a change color rule and one a forward rule.  I then accessed the mailbox via IMAP with both Pegasus Mail and Outlook 2007.  In Pegasus Mail I saw that  the change color rule was triggered.  The forward rule did not work in either case.  It appears that an IMAP connection will trigger new mail filtering rules (at least an IMAP connect with Pegasus Mail) but a forward rule fails.  The results of this test are contrary to what your staff member is experiencing so there most be more to it.
