Tested minutes ago and link does work and points to http://idw-doc.homepage.t-online.de/PMUtils/LibTidy.zip

which produced successful download of the .zip file.

Restart winpm-32 and immediately go to Help menu, About, Info button and copy that information to new post and paste it here so we can see install path, command line used and version information as well as your OS version.

Whatever is preventing sending or receiving of mail with old version is still present after  install of new version also it appears. Do you have minidump Pegasus Mail Debugger installed?   Are you able to get any successful dump information? You may need to run the debugger in standalone mode as per the readme information.

Was there change or update of Anti Virus software or Firewall settings and software just prior to when trouble first was noticed with old install?

There's no later version of LibTidy than the one delivered with Pegasus Mail 4.63.

Ok, so no need to replace libtidy.

interestingly the Menu/start/pmail menu item is empty, where do I get the debugger as per suggestion below?
