I seem to have a strange bug

Hmm ... you have a multilanguage keyboard ... did you disable CTRL + ALT to switch keyboard too?

Can't test that because I simply have a singlelanguaged german keyboard. Using that combination doesn't cause anything with my keyboardlayout.

Yes ... my Win7 is installed german and english. But changing language to EN in my case changes keyboardlayout (i.e. z and y change their places) too - not that funny on a simple german keyboard :-)

Not sure is it's in Peg or Win7

New Toshiba laptop with a multi language keyboard (I am in Canada), I have it set to "English Canadian US" which usually gives the correct keymapping.

Outside of Peg it appears to be correct however working IN Pegasus( Latest version ) ..at times (not sure why or what triggers it) the mapping changes and instead of the double parenthesis " I get a Upper case E with an accent above

I have the mime set correctly and it does not happen all the time. If I close Peg and reopen the mapping then corrects itself. 

Does anyone have any idea what key combination could be changing this ?? At 80 my fingers do not obey every time LOL

Is this the only keyboard issue you have noticed?  Here's why I ask:  My brother bought a new HP laptop and started random keyboard issues.  He called me for advice and we tried everything I could think of to no avail.  He spent hours with HP tech support also to no avail.  He used this laptop in his home remodeling business and started realizing that the keyboard only acted up when he was at home.  One night he bolted awake with an A-HA moment.  When he took his desktop PC out of service he had stored the wireless keyboard in cabinet upon which he had stacked stuff.  Sure enough, that keyboard was sending out enough of a signal to be interfering with the keyboard of the laptop.
