In this case I would create a general rule set then assign it to the junk mail folder as a folder open filter set. That way the filter will activate each time you open the junk mail folder. To do this go to Tools | Mail filtering rules | Create/edit general rule set. Create a new rule set named something like Bulk Email Cleanup. Now add a header rule, tick the subject tickbox, then enter "unsolicited bulk email" (no quotes) in the "contains this text" box. Now select an action. I suggest selecting a set message color action for testing so you can see the action of the filter without affecting any messages. Once you know it is detecting the correct messages you can change the set message color action to any other action you like, probably a delete action.
Now, to set this rule as a folder open rule, right click on the Junk or suspicious email folder in the folder list, select "Attach a folder-open filter set", then select the Bulk Email Cleanup rule set that you just created. Now, each time you open the Junk or suspicious email folder this rule set will run.
