Further to my previous posting on this thread, I found this possible solution for I.E

Here's an interesting phenomenon I just discovered using my Wacom pen tablet with the mouse instead of the pen.

 I was annoyed that the scroll wheel would scroll several lines with each 'notch' so I set it in the tablet preferences to scroll just two lines. As a result it worked fine in all applications other than PMail which seems to  understand anything less than three lines per notch means no scrolling at all! Not a problem or issue to be adressed, just an oddity in case anyone's using one of these devices and has trouble using the wheel.

If you are using Bearhtml to display html pages, then you may want to reduce the ScrollPixels= value from its default value of 20 to something less, like 15. This depends on the character sizing you are using. The ScrollPixels determines how many pixels to advance vertically, using the mousewheel or equivalent device.

I don't know if there is an equivalent in the IERenderer function, which suggests that it maybe uses the I.E mechanisms by default
