Are you using  port 587 and STARTTLS to send to GMail and are you sending as the username and account on the GMail accoun? If not the From: user must be added to the GMail listing or who can send mail. GMail will then  add the sender address after receipt is received to prove you own and control that address.

I have just changed internet providers and I am having difficulty changing from "symphony" to "rogers". thus I am am not sending or receiving in Pegasus 4.63. Help from other Canadians. would be helpful.

Internet session logging might help.  These logs provide detailed information on the communication with the server and should show where the failure point is. 

Read the help file about Internet session logging!  It contains important warnings and explains how the files are created and where to find them.  You turn it on in the General tab of Tools > Internet options.

How have you entered your authentication credentials (email address and password) in the POP3 and SMTP host configurations for "rogers"?  In the SMTP host I suggest using the middle option ("Login to the SMTP server with the following details").
