For other users with the same problem (to save digging as this problem repeats now and then): there are suggestions in the forum to edit or delete STATE.PMJ and restarting Pegasus.
However, knowing what is the problem - the popup window is probably off-screen - you can use an instant way how to solve this using standard Windows functionality: do this sequence of keystrokes: Alt, left, down (now the window context menu probably appears somewhere at the edge of the screen but I don't care), M, any arrow, now move the mouse so that the window is visible, left click.
If Pegasus starts and is not visible but is shown on the taskbar, the situation might be the same - the main window is just off screen. However, now the sequence does not help as it would move only a sub-window. This is the needed sequence in this case: Alt, left, left, down, M, left, move mouse, click.
It happens to me quite often as I often connect external monitor to my laptop. I move Pegasus there and forget to move it back before closing, the next time I launch Pegasus without the monitor attached it opens away of the sight. Or the Move popup.
