Copy messages when message color is set

Do something with a Quick action.

e.g.,
Create a general rule set to:
Always 'Set colour to 'Bright/Dark red'
Always Copy to 'Some Folder'

Define a Quick action to:
Apply a set of filtering rules to the message
(using the above general rule set).

Select the desired messages and press the Ctrl+#
to both colour and copy the messages.

I've written a rule that copies messages colored Red to a specific folder. Is there a way to get this rule to fire simply in response to changing the header color? I can get it to work by Tools, Apply general rule set to selection, but it would be much easier if it triggered in response to the color change.

 (Among other things this would mean I didn't have to keep track of whether the message had been copied already, to avoid getting multiple copies of messages in the destination folder.)

 I'm new to using filtering rules, so perhaps this is easy, but I'd appreciate advice/instruction.

The triggers for new mail filters and general rule sets are folder open and folder close.  Rules can not be triggered by an event such as changing a color.
