I confirmed it last night and have since suggested that the user enable the delivery confirmation on a per message/as needed basis.

I am using a FORWARD file to forward messages to a different user.  The odd part is that a Delivery Confirmation is generated by Mercury on the forwards BUT only when the message is a forward from a specific local user.  Could it be that user has delivery confirmation enabled and the delivery confirmation flag stays with the message when it is forwarded by the FORWARD file which then triggers a delivery confirmation message to me?

A delivery confirmation request is just a header in the message (Pegasus Mail uses "Return-receipt-to:").  What you describe is entirely feasible.
