The manual (manual.pdf) is provided as part of the installation. You can find it in the Pegasus Mail executables directory (default location is C:\PMAIL\PROGRAMS).
As for your question about how to create/enable multiple POP3 email inboxes in Single-user Mode, I believe the FAQ is referring to being able to retrieve via POP3 from multiple hosted mailboxes in single user mode. If you are trying to create multiple "inboxes" (New Mail folders), one for each POP3 account, that can't be done. It can however be simulated (sort of) by using a combination of filters and folders. Please describe exactly what you are trying to accomplish so we can offer specific guidance.
If it is important that replies appear to come from the appropriate address then advise of that as well because the use of identities will need to be included in the discussion.
