New filter when folder is opened or closed

Up! Sorry but I didn't fully understand the relevance of the message above to the problem I noticed.

At present clicking on the first "Mail filtering rules" would be enough for me, and then deciding the other actions on specific tabs of the new window, if needed.

I wonder if the option "when folder is opened" "when folder is closed" is really that useful in the main top bar menu for creating new filters.

Wouldn't it be better to be able to click directly on a "Create new filter" button, and then to have some radio button in the specific filter settings box, if the user wants to configure it further?

Although I agree that the new mail rules can be one lever higer in the menu (no real need for a submenu), I rather see them separate to edit as it is now. Thus knowing better what set editing is taken place upon. Besides in Preview mode I guess few people use the "on close" filters as that requires specific action.
